Announcing Determined 0.13.10

We’re pleased to announce Determined 0.13.10, our final release for 2020. This release includes two new features:
- We’ve added support for mobile and tablet devices for the WebUI. You can now check your experiment results on the go!
- Determined supports two scheduling policies: fair-share and priority-based. In this release, the priority scheduler has been substantially improved, to allow the priorities of specific experiments to be specified and to optionally support preemption.
